Overview

Recently, from 27 October to 29 October 2025, the Institute for Standard and Quality Development Studies (ISSQ Quality Institute), in coordination with the Office of the Ministry of National Defence, organized the opening ceremony of a training course on implementation guidance and internal audit of the Quality Management System (QMS) in accordance with the National Standard TCVN ISO 9001:2015 in the Southern region.

Participants included representatives of the Institute, delegates from agencies and units under the Ministry of National Defence, and 80 officers and staff members from Military Region 5 to the southern areas.

Opening Ceremony Attendees

The training program consisted of two main contents with seven specialized topics, focusing on:

  • Awareness of quality management

  • Necessity, introduction, guidance on developing and implementing ISO 9001:2015 within military units

  • Knowledge, preparation, and organization of audit activities in accordance with National Standard TCVN ISO 19011:2018 in military units

At the opening ceremony, Major General Le Van Dung, Deputy Chief of the Office of the Ministry of National Defence, emphasized that:

Over recent years, the Ministry has paid great attention to promoting the application of ISO-based Quality Management Systems in handling administrative procedures and internal operations across agencies and units. This has contributed to improving effectiveness in administrative reform, ensuring consistency in work processes, standardizing operational procedures, reducing unnecessary administrative steps, and enhancing working methods.

To date, the Ministry of National Defence has implemented QMS in 626 agencies and units across the armed forces.

However, inspections have revealed that the maintenance and continual improvement of the system in some agencies and units still face limitations, such as:

  • Work processes not being promptly updated when administrative procedures change

  • Some units not conducting annual internal audits

  • Slow restructuring of processes to adapt to electronic working environments

Opening Remarks by Major General Le Van Dung

From this practical situation, with the approval of the leadership of the Ministry of National Defence, the Office of the Ministry coordinated with the Institute to organize the training course to enhance the competence and professional capacity of ISO personnel, ensuring effective and compliant implementation.

The training course aims to improve the qualifications and capabilities of officers and staff responsible for advising and organizing the development, implementation, and internal audit of the Quality Management System in accordance with TCVN ISO 9001:2015 in agencies and units in the Southern region.
