What is QCVN 4:2009/BKHCN Conformity Certification?

Conformity certification for electrical and electronic equipment under QCVN 4:2009/BKHCN is the process of certifying that products and goods comply with National Technical Regulations (QCVN). This activity is carried out by accredited conformity certification bodies.

The QCVN 4:2009/BKHCN technical regulation was issued alongside Circular No. 21/2009/TT-BKHCN on September 30, 2009, by the Minister of Science and Technology. Effective since October 15, 2009, it mandates that all specified "electrical and electronic equipment" must obtain conformity certification.

Application Dossier for Declaration of Conformity

According to the Amendment 1:2016 QCVN 4:2009/BKHCN (effective from February 1, 2017) regarding the safety of electrical and electronic equipment:

1. Domestic Manufacturers: After receiving certification, manufacturers must register their Declaration of Conformity at the local Department of Standards, Metrology, and Quality before circulating products on the market, as stipulated in Circular No. 28/2012/TT-BKHCN.

  • Registration dossiers must comply with Article 14 of Circular No. 28/2012/TT-BKHCN.

2. Importers: After receiving certification, importers must register for Quality Inspection at the Department of Standards, Metrology, and Quality as stipulated in Circular No. 27/2012/TT-BKHCN regarding state inspection of imported goods quality under the responsibility of the Ministry of Science and Technology.

  • Registration dossiers must comply with Article 6 of Circular No. 27/2012/TT-BKHCN.

Who is required to obtain QCVN 4:2009 Certification?

This technical regulation applies to: Organizations and enterprises involved in the manufacturing, importation, distribution, and retail of electrical and electronic equipment listed in the Appendix of QCVN 4:2009/BKHCN.

Conditions for Market Circulation

Products listed under QCVN 4:2009/BKHCN and its Amendment 1:2016 must ensure safety. When circulating on the market, they must:

  • Bear product labels in accordance with labeling laws.

  • Be certified for conformity.

  • Bear the CR Mark as prescribed.

  • Be subject to market inspections by quality control agencies.

Certification Methods:

  • Method 5: Type testing and assessment of the production process, followed by surveillance through testing samples (from the factory or market) combined with production process audits. Certificates issued under Method 5 are valid for no more than three (3) years.

  • Method 7: Testing and evaluation of specific batches of goods. This applies to imported shipments that have not been certified via Method 5. The certificate is only valid for each specific imported batch.
