National Technical Regulation QCVN 4:2009/BKHCN is the national technical standard for the safety of electrical and electronic equipment. It stipulates safety and management requirements for equipment listed in the Appendix of this regulation.
QCVN 4:2009/BKHCN applies to organizations and individuals involved in the production, import, distribution, and retail of electrical and electronic equipment specified in the Appendix, as well as state management agencies and other relevant parties.
Induction cookers are now essential household appliances. However, if these products are released to the market without conformity certification, consumers may face electrical risks such as fire, explosion, electric shock, or equipment failure.
The QCVN 4 regulation was issued to control the safety quality of electrical equipment, including induction cookers, before they circulate on the market.
This article by the ISSQ Quality Institute will clarify the QCVN 4 standard, the necessity of conformity certification for induction cookers, circulation conditions, and the certification process.
QCVN 4 focuses on common household appliances that directly interact with consumers and pose high electrical safety risks if they fail to meet standards. Specifically, these include:
Instantaneous water heaters
Storage water heaters
Hair dryers and other hair-care appliances
Electric kettles
Rice cookers
Electric fans
Electric irons
Microwave ovens
Electric ovens and portable grills
PVC insulated cables (rated voltage up to and including 450/750V)
Electric immersion heaters
Tea or coffee makers
Hand dryers
In the list above, induction cookers are categorized under "Electric ovens and portable grills." They must meet the technical requirements of TCVN 5699-2-9:2017 (IEC 60335-2-9:2016), which replaced TCVN 5699-2-9:2004, covering the safety of grills, toasters, and similar portable cooking appliances.
Conformity certification is the assessment of a product’s compliance with a corresponding national technical regulation. For induction cookers, this is a mandatory state management process aimed at:
Ensuring compliance: Products must meet all mandatory technical requirements before entering the market.
Incident prevention: Preventing safety issues, protecting lives and property, and minimizing fire risks during use.
Legal compliance: Meeting legal regulations to avoid inspections, fines, product recalls, or circulation bans.
Consumer protection: Reducing risks for users by ensuring products are safe according to national standards.
For Manufacturers and Importers:
Validates product quality and safety.
Increases competitive advantage in the market.
Optimizes the quality management system.
Minimizes legal risks.
For Consumers:
Peace of mind regarding quality and electrical safety.
Transparent choices; easily identifying certified products via the CR Mark on the packaging.
For State Management Agencies:
Facilitates efficient quality management.
Limits low-quality goods in the market, protecting consumer rights.
When circulating on the market, electrical and electronic devices must:
Have labels compliant with goods labeling laws.
Be certified for conformity and bear the Conformity Mark (CR Mark).
Be subject to market inspections by product and goods quality control agencies.
The conformity certification process for induction cookers follows these steps:
Step 1: Receive the registration application.
Step 2: Sign the Science and Technology service contract.
Step 3: Conduct surveys and assessments.
Step 4: Finalize the post-assessment dossier.
Step 5: Review the dossier and issue the certificate (if compliant).
Step 6: Conduct surveillance audits at least once every 12 months.
Step 7: Perform re-certification assessment (before the 3-year certificate expiration).

QCVN 4 certification is an essential and mandatory step for induction cookers. Compliance not only protects consumers but also helps businesses affirm product quality and enhance brand reputation.
