Conformity Certification for Electrical and Electronic Equipment according to QCVN 4:2009/BKHCN

25/10/2022

Currently, many low-quality electrical and electronic products are circulating in the market. These devices often have poor current-carrying capacity due to improper cross-sections and high resistance, leading to overloading and heat generation during use, which poses significant fire and explosion risks.

Therefore, before launching products into the market, enterprises must obtain Conformity Certification for electrical and electronic equipment according to QCVN 4:2009/BKHCN.

Why should you certify electrical and electronic equipment under QCVN 4:2009/BKHCN?

  1. Legal Compliance: The Ministry of Science and Technology (BKHCN) mandates that manufacturers and importers of electrical and electronic equipment listed in the compulsory category for Conformity Certification and Declaration must complete the necessary procedures to ensure products meet the National Technical Regulation on Electrical Safety (QCVN 4:2009/BKHCN).

Based on the Conformity Certificate, domestic manufacturers should proceed with the registration of the Declaration of Conformity at the local Department of Standards, Metrology, and Quality where the business is registered, as regulated by Circular No. 28/2012/TT-BKHCN. For importers, after registering for conformity certification, they must register for quality inspection at the Department of Standards, Metrology, and Quality.

  1. Ensuring Safety Standards: The electrical and electronic industry requires high-level safety design during production. Since the market is flooded with low-quality products disguised with famous brand names, consumers can easily unknowingly purchase unsafe equipment.

Validity of QCVN 4:2009/BKHCN Conformity Certification

Conformity certifications for electrical and electronic equipment under QCVN 4:2009/BKHCN are valid for 3 years.

During the validity period, the certifying organization will conduct periodic evaluations and surveillance audits to ensure the certified quality management system continues to comply with the standard and technical regulation requirements.

Evaluation Process for QCVN 4:2009/BKHCN Certification

According to Circular 05/VBHN-BHKCN (dated August 28, 2017) by the Ministry of Science and Technology regarding conformity declaration and evaluation methods, the process involves the following steps:

  • Step 1: Ensure the product achieves Conformity Certification.
  • Step 2: Prepare the dossier for the Declaration of Conformity.

Manufacturing units will be granted a Conformity Certificate when they satisfy two conditions simultaneously:

  1. Test results for all requirements under QCVN 4:2009/BKHCN meet the regulations.
  2. The production process evaluation results are compliant.

Certification Methods:

  • Method 5: For domestic manufactured goods.
  • Method 7: For imported goods per specific shipment/lot.

Procedures for Method 7 (Imported Goods): Enterprises must prepare a registration dossier including:

  • Application for Conformity Certification (using the certifying body's template).
  • Copies of import documents (Invoice, Bill of Lading, Contract, etc.).
  • Quality-related documents (if any), including:
    • Test results/evaluation of typical samples.
    • Existing certificates.
