According to regulations from the Ministry of Science and Technology, manufacturers and importers of electrical and electronic equipment listed in the "Mandatory Conformity Certification and Declaration" category must perform the necessary procedures to certify their products against the National Technical Regulation on electrical safety: QCVN 4:2009/BKHCN and Amendment 1:2016 QCVN 4:2009/BKHCN.

The assessment team from the Institute for Standards and Quality Development Research (ISSQ) recently conducted a compliance audit for Midea Vietnam Co., Ltd. (located at Vietnam-Singapore Industrial Park, Binh Hoa Ward, Thuan An Town, Binh Dong Province) for the certification of "Electric Fans and Rice Cookers."

Method 5:

Certification Process & Validity

How is the certification process conducted under QCVN 4:2009/BKHCN? 

Validity Period of the Certificate:

• The Conformity Certificate is valid for 3 (three) years.

• During this period, ISSQ will conduct 3 surveillance audits (once every 9 months).

• The cost for reassessment and re-issuance after the third year is calculated similarly to the annual maintenance fee.

Post-Certification Procedures

Following the issuance of the Certificate:

1. Domestic Manufacturers: Must register their Declaration of Conformity at the local Department of Standards, Metrology, and Quality (where the business is registered) before circulating products on the market, as per Circular No. 28/2012/TT-BKHCN.

2. Importers: After receiving the conformity certificate, they must register for Quality Inspection at the Department of Standards, Metrology, and Quality as per Circular No. 27/2012/TT-BKHCN.
